Montgomery County Judge Mark Keough is a lifelong conservative, a successful businessman, and a devoted public servant who has dedicated his life to faith, family, and the future of Texas. Serving as the chief executive officer for one of the fastest-growing counties in the nation, Judge Keough has earned a reputation as a fierce defender of taxpayers, a champion for law enforcement, and a steady hand during times of crisis.
Whether fighting for lower property taxes or standing up against federal overreach, Mark Keough leads with a simple philosophy: Government exists to serve the people, not the other way around.
A Career Built on Hard Work, Not Politics
Mark Keough is not a career politician. Before stepping into public office, he spent over 26 years in the private sector, building a distinguished career in the automotive industry.
Business Leadership: Mark served as General Sales Manager and General Manager for top-tier dealerships, including 14 years leading Northside Lexus to record-breaking success. He understands what it means to balance a budget, meet a payroll, and deliver results—skills he applies every day to managing Montgomery County’s operations.
Educational Foundation: Mark holds a Bachelor’s Degree from Cedarville University and two Master’s Degrees from Dallas Theological Seminary and Grace Theological Seminary. He has also completed studies at the University of Cincinnati and the University of Texas at Austin.
Leading Montgomery County
Since taking office as Montgomery County Judge in January 2019, Mark has delivered on his “Contract with Montgomery County,” bringing a business-minded approach to county government.
1. Historic Tax Relief
Judge Keough believes it is immoral to tax families out of their homes. Under his leadership, the Commissioners Court has consistently lowered the county tax rate, achieving an approximate 20% reduction since he took office. He continues to fight for appraisal reform and greater homestead exemptions.
2. Crisis Leadership
From the COVID-19 pandemic to winter freezes and Hurricane Beryl, Judge Keough has been a calm and decisive commander. He famously kept Montgomery County “Open for Business” while other counties mandated shutdowns, protecting local jobs and personal liberties.
3. Backing the Blue
While radical voices across the country called to “defund the police,” Judge Keough increased funding for the Montgomery County Sheriff’s Office and Montgomery County Constables. He has ensured our officers have the training, equipment, and manpower needed to keep our neighborhoods safe from the crime spilling over from Harris County.
Personal Life
Mark and his wife, Kimberly, have called Montgomery County home since 1996. They live in The Woodlands and enjoy spending time at their home on Lake Conroe. They are the proud parents of four children and doting grandparents to their growing family.
An avid outdoorsman, Mark enjoys hunting, fishing, and shooting sporting clays.

Proven Record: Texas House of Representatives
Before his election as County Judge, Mark represented District 15 in the Texas House of Representatives for two terms (2015–2019). In Austin, he was a relentless advocate for conservative principles:
Border Security: consistently voted to increase funding to secure the Texas-Mexico border.
Second Amendment: Co-authored legislation to protect the rights of gun owners and opposed gun-free zones in churches and schools.
Pro-Life: Maintained a 100% pro-life voting record, fighting to protect the unborn.
Public Safety: Worked to upgrade penalties for possession of child pornography, elevating the crime from a third-degree to a second-degree felony to put predators behind bars.
A Heart for Ministry and Service
Faith is the cornerstone of Mark’s life. For decades, he has served as a pastor and spiritual leader, guiding families through life’s greatest challenges.
Ministry: Mark founded Mark Keough Ministries and served as the Senior Pastor of a local Woodlands church.
Education: He served as the headmaster of a private Christian school, where he fought to instill values of integrity and patriotism in the next generation.
